Inside the train at a steady speed, the only force is gravity, so you can jump and gravity will "pull" you back down. Standing on the roof of a moving train (apart from being illegal) subjects you to the force of colliding with (essentially) stationary air. Even standing requires effort to counterbalance the force of the air, this is provided through your feet in contact with the roof of the train.As soon as you jump and lose that contact and counterbalancing force, the force of the air molecules colliding with you slows you down while the train maintains a steady speed (well, actually would speed up fractionally since there is less drag on it as soon as you jump). For example, A train is moving at 50metres per second in the horizontal direction, therefore everything inside the train is also moving at 50m/s. If you jump, you will appear to be jumping on the spot, but you are effectively moving at 50m/s. However if you was outside, you will be subject to a drag force acting against the direction you are moving in. You will be jumping at 50m/s but the drag force acting against you will slow you down, so will move backwards as the train is still moving at 50m/s but you will be moving at a lower velocity.
